I know in some sequals the characters do not trnsfer over but you get bonus stuff for having a save file from the first game, and some games let you transfer your character and all stuff you have on it. If the second Destiny is a follow up on the story then it could be possible to transfer your stuff over, but i highly doubt it since they will want newer players to have a fair chance to play lol.
