Sadly, this does not work. Having said that, the loot system is not RNG, it is PLS despite almost everybody believing it's RNG. Therefore, attributes of the character do influence the loot algorithm, but the community has not yet elucidated how and it may or may not involve gear.
The game in general uses PLS. For example, if you have exotic gloves equipped, we have established that this certainly does increase your chances of getting legendary gloves from an engram. We could speculate that the game is trying to help you by foreseeing that you will want to swap that slot eventually, but it is a flawed system. For instance, if you already have 4 legendary gloves, it does not stop you getting another one! A system that Bungie perhaps thought was clever in reality leads to very frustrating results for many players, often receiving the same item repeatedly because the relevant character attributes have not changed.
Keep looking for ways to influence the loot algo. We are still a long way off from unerstanding it that well.

It's worked twice for me.

What exactly did you do with your gear, and what gear exactly did you get as a result, on those two occasions? I know you're onto something because this is PLS not RNG but sadly it does not appear to be as simple as you've found. It seems likely to me that something else about your gear was influencing the loot algo.

I did exactly as I put in the main post. I needed the Timebreaker Sparrow so all three of my characters would have one, filled up all the other slots but I also needed Ascendant Materials so I left those in my inventory to keep stacking. I got the Timebreaker. I noticed that everyone one of my friends has had the trouble getting the Raid Chest Armor so I filled up all my slots, again leaving my Ascendant Materials and left one slot open for the chest armor. I got the Prime Zealot Cuirass Chest Armor for my Hunter.
