Ice Breaker should definitely be in the "best" department. In PvE this weapon may be one of the best, if not the best, non primary gun hands down

Ice breaker is one of those good for everything weapon. If someone had asked me before Xur satrted selling it if it would ever be for sale i would have said "NOOOO, that would break destiny" ! But it went on sale and it's not too bad. I think the ammo respawn time seems to curb every one's interest in it. The Legendary vault snipers are "better" in terms of damage and Mag size. And that you have different elemental types. But i still prefer Ice-breaker for that far away snipe till they die fun factor.
