You need a raft of ascendent shards to upgrade your legendaries, I would save counsel and buy an exotic too. If buying an exotic don't use shards until you see what Xur has to offer in Friday. To get to level 29 you'll need an exotic and all your armour maxed out. You are going to need a lot of shards to get there though, at the moment you only have one piece of legendary maxed.
