This is why several top tier games do NOT use this anymore - I hear alot of people saying "Oh woe is me' and making fun but these are the guys that have horse shoes up their ass and lucky charms for necklaces, and get loads of cool shit. I don't wanna hear crap outta dudes that are like RNG man thats the deal - because this is almost 2015 - why can't you write code to fix this bullshit ... if you guys are satisfied with bland, generic experiences then we have nothing in common - we have to push dev's to be their best or GAMES ARE OVER -xBURNx

Best examples is Diablo III - that games senses when you havn't recieved a drop in x amouth of gameplay and drops when you complete and equally challenging tasks - Top Tier - don't get no more top of the line than that, my buddy has commented on this ssytem in comparison to destiny several times - Bungie should look into this ... and I hope this answers you question

Well, Diablo 3 also uses RNG. The drops that you get are completely random. The only exception would be story bosses on their first kill, but even their drops are not guaranteed to be something that you can use. I am sorry if you feel that you are entitled to exactly what you want or need for completing an activity, but it doesn't work that way. If you don't like the game and how it works, simply return it.
