Incentives are the important thing, not just a number to chase. If there's awesome (or even level 30 required) rewards waiting behind exclusive level 30 content, that's a great reason to be level 30. Presently, it doesn't really make a difference even in hard mode raiding in which is the only reason to be level 30.
Furthermore the reason I presented my counter to your concept is that your idea cuts out wide swaths of the game's itemization, that will have a very negative impact on the game experience. Hence fully upgraded legendaries only. You need to put in the time to get faction rep gear (or get lucky on RNG) and have all the shards already put in place for motes to be used. We don't want to circumvent the existing design, we want to add to it. Like a certain skin? Then maybe we should be asking for armor skin customization options to add to existing itemization and progression. We also don't want it to seem like a big deal to tack on to hit 30, but hey if 3 per piece is to low let's just make it 5 motes per +1 light, or even 10 motes. Whatever feels like a meaningful usage of the resource as currently implemented.
Making a number more important than game play has been a poison in the veins of RPG's and Destiny has fortunately not drank the kool-aid of those mind numbing number chasers. First, give the player more reasons to be level 30. [b]Then[/b] give the player more routes to be level 30. It shouldn't be "I just want to be level 30" it should be "I want to go do this thing over there" and that thing just happens to be level 30 exclusive.
