Thats what every game does. If a developer intends to create a franchise, they start with a base and expand from there. Thats how it works. Bungie isn't doing anything different then anyone else already does.

My only reply to that is that it would undoubtedly replace something else on the disk. Considering the options, it's better to have this online as opposed to the game because it lets players stay involved in the game while away from the console. When you're at the console you shoot and do missions. I don't understand why people would want to sit at their console and read these cards. That means your character is just sitting on the screen taking up space (and bandwidth) no doing nothing. **Built in counterpoint** Now, that the game has been released, they could push a patch to include this in the game, but I can understand why its left off the initial disc. Either way you look at it, since the game has to be online, you would still be online reading the cards. You just swapped your device\browser for an in-game menu.

Considering the decently sized download it shouldn't have been an issue except for last gen next gen has a sizeable amount of memory so as for hard drive space shouldn't be a huge issue
