RNG loot systems do not take ion account what you have an don't have. This is not unique to destiny.
Of course, the more items you get out of what you want, the harder it is to get the rest of what you want.
You have actually been very lucky. There are plenty of people who have run vault as many times as you have, an haven't received a single piece of raid armor.
Keep up the grind! And note you can throw an exotic helmet on to hit 30 in the meantime.

Thanks. I am 30 but never gave a damn about it. I've only wanted the helmet for the aesthetic and I have gotten everything else instead. I knew the gear drops going in and it's the only thing that piqued my interest. I can't start building new character until I fully max out the one class type I enjoy.
