I wouldn't use it. I guess it would add to the immersion, but being too lazy to tell your story and hoping players seek it out themselves when they feel unfulfilled is just bad story telling.

Agree, mostly -- if the library were added in addition to a more fleshed out story, it would play a little like the book element in Skyrim: additional story if the player wants it that may or may not have anything to do with current quests, etcetera. But I totally agree with your point that before we start adding minor ways to add to story, an overhaul of the main delivery system is a must.
