1000000 Tiger strikes = 0,0 legendary for me. I got my most on weekly heroics nightfall and all high level missions(lvl26-28) but yesterday i found one leg and 2 blues turned into legendaries

Bro you have bad luck. I did 25 strikes for the bad juju and I got 4 legenday engrams. 2 dropped from killing an enemy 2 dropped from completing the strike. Also got around maybe 50+blue engrams. I got 4 legendaries from these engrams.
