[b]Background:[/b] As we all know right now, your rank with XP/Light bar shows up next to/under your PSN/Gamertag. If you're past level 20, your level can always change based on which gear you choose to wear (or not wear).
[b]Suggestion:[/b] My suggestion is that your maximum level should be displayed under (or next to) your current Light level. For example, if you have gear that gets you to rank 29, and that's the best gear you have, then 29 would be your maximum level, even if you're not wearing that gear. You could be wearing gear that gives you rank 28 even though you [i]have[/i] gear that makes you 29.
If you're wearing gear that gives you a level below your maximum level, your maximum level should be displayed under your current rank. I hope this explains it clearly! If it does not I can answer any questions.
