Actually it is a 50% nerf to crits. Crits do 50% more damage than normal shots. Taking away .25 from the multiplier is taking 50% away from the crit multiplier since .25 is 50% of .5. So basically the difference between landing normal shots with an auto rifle and landing crits has been cut in half.
