There's a bug with the harpy. Killing it doesn't activate any skills.
As for actually killing a Goblin with the throwing knife ? I only hit it's weak spot once and killed it, unfortunately I didn't notice if the cooldown reset. I'll have to check..

Yep it works on goblins. Got a precision kill on it and the cooldown reset properly. Sorry for the late reply, just remembered. ^^

My skills work when I kill a harpy... Maybe it's a Titan thing.

Warlock energy drain and bloom effects don't work either. Harpies are just kinda broken.

Yeah, they take damage, and I can kill them but it never registers as "precision" damage.
