I don't have pat but I can say ice breaker is amazing, the ammo regen is awesome for pvp. But it is only good for the moon level any other level you need to move from your sniper position enough that grabbing new ammo is not an issue. The one thing that I think could make pat better then ice breaker in all situations is that you can stay scoped for days and still be safe.
