After next patch (no idea when it releases) you will get blue or purple after viper strikes daily and weekly heroic activities .

I'm hoping that story and strike loot levels get changed to ceiling(activity_level, player_level) I run Devil's Lair strike. I get not only a green, but a Level 6 green... Sometimes. At least give it the chance to be an awesome green!
