I feel that each strike should have specific loot or a guarantee for a certain level engram. For instance, if you do a level 26 strike you are guaranteed a legendary engram each time. Bungie wants equipment to have a story behind it, but, "I went and started grinding strikes until I could buy it." Isn't really an epic story. EDIT: Check out the patch notes. Looks like Bungie agrees. Strikes will drop give engrams as well as their current rewards. (Now they won't be decrypted into lower tiered items either. Blues will be blue and have an increased chance of being legendary, and purples will always be at least legendary)
