The Queen is Theodore Roosevelt!
I just got a ship called, "Chasing Infinity" from one of the Queen's missions.
The description is, "The Queen speaks softly and carries a big fleet."
This is a play on Theodore Roosevelt's famous quote on foreign policy, "Speak softly and carry a big stick". This was yet another fine reference to find in Destiny.
