Id like to see the City open up as a mostly non combat area but with mysteries and quests of its own. There must be civil unrest due to pressure of our enemies closing in. Maybe Fallen have infiltrated some of the slum areas and found allies among the less law abiding citizens. Quests for lost knowledge that's been hoarded away. We could earn or find perks for our ghosts, sparrows and weapons. Could be sparrow racing and social events like cross city free running not to mention vendor's.
