It's cause yer farming RNJESUS knows what ur up to =p . Sorry couldn't resist the joke. On the real tho that is rough. I started getting more by stacking all events into my play time. Of all the legendary engrams I've gotten I've only ever got one exotic, 3 I bought off Mr. X one from PvP random rest from strikes and raid. I feel I got a little lucky.
Turn in 2 or 3 bounties at a time the exotic quest will turn up. I've gotten 2 since I started doing that.

I turn 5 at one time since day one and haven't gotten SHIT

Try 2's and 3's more chances and I don't think more at one time necessarily means better just multiples. Also if u abandon a bounty it seems to wipe the slate, so to speak, but random is random. Really sorry u guys are having bad luck.
