Rewarding consistently better performing players with successively better gear would be game-breaking, period. If the system were designed to give better players better loot, lesser players would call behind and not be able to catch up. "Fair" doesn't necessarily define a context but in PVP game design, I'd expect it to translate to making the game competitive. To that end, equalizing lesser players with better players could be said to be "fair" in a pretty strong sense. In many ways, that's what the notion of fairness has become: a penalty to the strong to benefit the weak. The other way to make it "fair" is to see that everybody has the same equipment so that scores can be a more objective measure of performance. Both avenues would severely alienate users. That leaves us with random lottery. Loot gets passed out and is distributed with no bias. Some players get better gear than others but this doesn't necessarily stratify the user base. It's the only way to go.

I didn't say I want anything. Go play a versus match in The Outfit to see why rewarding PvP players with better gear for winning doesn't work. If you didn't have that game in the first few weeks it was out, you literally cannot compete with better equipped players, and without being able to compete with better equipped players, you can never score the xp necessary to get the buffs to compete with better equipped players. The random loot system in Destiny is irritating but necessary. Now if it comes down to what *I* would want, I'd say make the crucible rewards currency and/or player customization items only. Also, make Vanguard and Crucible currency one and the same. Better yet, leave PvP out of the title entirely. Fighting one another in gladiatorial combat really doesn't fit with the narrative of the Guardians being the only hope for the nearly extinct human race fighting off alien invasions. They wouldn't have the time for it, and they wouldn't be able to afford the population loss.
