This is a complete no brainer.
The Bungie employee(s) that came up with this idea was probably the same morons that though Armor Lock in Reach was a fantastic idea.

Ohhh you are a bandwagon Reach wanna-be fanboy. My bad. You see when it was first released, Armor Lock took zero damage. Stickies, etc. Nothing stopped it. Plus any noob scrub can lock for one second come out and shoot someone. It was the easiest kill tactic in the game. But it seems you already knew that since used it all the time. Jet pack? Whatever. You abused Armor Lock like a noob. Its cool. I get it.
