TIMER FOR PUBLIC EVENT LOOK

The Timers for the events have been changed in the last hot fix patch. It was tweaked so they will occur more often. Most areas were 25-35 minuets, some as much as 35-45. According the the patch notes they should now happen twice as often. Im assuming this means 15-25 minuets and 25-35.
