My guess is Bungie is hopefully working on additional story and content for the Reef. The Queen mentioned in the cutscene she expects Hero Guardian to return to the Reef to help her. I think there was a rumor about a Vex reprisal force massing for another attack on Earth using the Reef as staging area.
