The cap is to stop the idiots from dying at there computers. No honestly it is every mmo out has some form of block on it. Wow gives people an incentive to log off at least over night by giving a xp boost, longer you are logged off more boost you get. Guild wars does the same thing.
They have to by law to add blocks to these games or incentives to log off.
