My cryptarch was 3 when I started getting legendaries, the cryptarch level doesn't affect drop rates, your character's level does.

Weird, I had been level stuck for a while and only leveling cryptarch. Prior I was getting blue engs at best.

The drop rates are pretty random. You could be farming for an hour and no see one purple or you could do it again and get four.
