It wouldn't be legendary if it was gonna be easy to get. Put in some effort to earn some gear. Some RNG is really F***ed up in this game. The loot system could be a whole lot better. But having to put in some work to get some good high end gear is just the way it should be. Could they offer more variation in missions? Yes, I think they can and they should. But still it does not change anything about the amount of time you will have to invest.
