I disagree on this. I don't have anything legendary and yet I do just fine. All it really takes is getting used to, and getting some decent gear. I agree that maybe they can add a better system to help pair up players equally based on their level, but other than that it's just fine.

PVP is not broken, most people just are not used to supers being involved.
