My only complaint is the legendary engrams shouldn't contain a chance to get uncommon items ... I mean really ? That's just a kick in the nuts if you get that.

yeah, the loot system in this game is just foul beyond belief.

Legendary engrams are already so rare, why make it rarer to get a legendary item from it? That's just a broken system right there.

Because it's a legendary.... There is other ways to get them that are 100%, but they take reputation grinding marks, getting them outside of earning them through the npcs is a bonus. Why complain about a free chance to get a legendary without spending marks?
