you have to be in motion, try doing it while moving forward in the air.
and not just jumping up then hitting FoH.
for it to work you have to have a forward moving motion while in the air.
A nice running start into a jump helps.

I'm having the same issue on PS4... I was trying to do this trick at VOG jumping puzzle, and I definitely jumped forward and still every time it strikes down with Death from Above being equipped. I'm lvl 31 and play a lot and this perk been on since I first earned it - and it NEVER worked for me... no way i'm so lame. Hours I played Destiny I should have at least once do it the right way even by accident. Can anyone in step by step explain technique so I would feel even more dumber... button by button. :) Thx
