And if anyone is curious, to find legendaries, you must first raise your cryptarch level to increase the odds. This is based in my observations alone. If anyone can validate, please do so.

You are extremely correct. I think once you get to cryptarch rank 4 it starts being the same rarity as the Engram. But be warned. Although it might be a legendary it could be for a different class.
