Bungie. I don't mind legendary engrams being a very small percent of getting I've had 5 in 10 hours or so. But to get a legendary is one thing. Then go and unlock it just to find its a blue or green or a coin or item is a piss take. Imagine diablo 3 you farm for legendary. Then unlock it to be a grey or white item. It wouldn't happen how can you have a small percent of getting legendary drops and a smaller chance of getting a legendary item from it.

You miss the point. Progression is suppose to be slow. If you got a legendary 75% of the time from engrams you would be done with the endgame by now (or atleast I would). There would be nothing to do. Also Destiny and Diablo have very different loot systems. Diablos main way to get loot is by drops where as Destiny's main way is from traders. Thats why there is a mark cap and not a rep cap per week. I bet if you stopped grinding mobs for loot and just grind patrol missions, crucible, and bounties you would get alot more legendaries then you would from just grinding enemies all day.
