Yeah i tried restoring my liscenes and my ps4 before launching the game and Vanguard Acess Denied!

I fixed it for me don't know if it would work for you but go into your hard drive delete the content NOT THE GAME just the dlc then restart your console and reinstall it and you should be good to go
