Unfortunately there is no way to merge Bnet accounts. Your best bet in this instance would be to change your XBL/PSN to those with the tenure you are looking for, though this will distribute the emblems to those accounts and not the new one. :P
If you're playing on PSN, keep that as your new account you'll be playing destiny on, since you won't have any past Bungie games on there anyways. Switch your XBL gamer tag to your old one, and once you get the items you desire in game, switch it back to your new one. Wether or not that'll get you the same content in your new XBL I don't know, but it certainly will on your PSN account.

Cheers, Rollin - figured it might have to be some kind of workaround like this! I'm sure there's a field on an SQL database somewhere in the bowels of Bungie HQ that could be changed, but none of us mere mortals would be able to pull that off!
