I would imagine they are taking the WoW route when it comes to grouping in the game world. In wow you can group up to five people together to accomplish quests and what not. With the scale of the game being smaller I can understand why there's three. The difficulty of the game wouldn't scale well with larger groups. Imagine if you had a coordinated team of sixteen people doing quests and what not. The enemies wouldn't stand the slightest chance at victory thus removing the difficulty of the game which could in turn cause burn out a lot faster. I enjoy the thrill of a game. The hint if danger that you could get smoked if you're not paying attention. If all I'm out the doing is running and gunning with no fear of running out of ammo or dying, then there isn't much reason for me to play.

    While i understand your opinion, I personally dont share it. MMOs deal with this kind of thing all the time, even WOW: yesyou have areas where enemies wont even attack you because you are too strong for them but there are areas where even at level cap you wont be able to solo some monsters. In addition, what about the crucibel? The most i can play any game mode in the crucibel is 6v6 when i have more than 6 friends one just has to sit out. They tout that Destiny is a game with something for everyone and that you can experience it as you please but all of that is conditioned: The fact that explore mode allows for 16 people inthe same world, what tells bungie that we arent communicating? We could all be in the same world exploring and talking via Skype or another way. Bungie has no problems with a bunch of people attacking the same monster so long as only they are not speaking with each other? That is what I tried to understand but i just cant.
