Hunters seem least effective in a raid,
But who knows,
Maybe they have way more trash mob clearing ability than others such as Sunsinger or Defender

Hunters with Bladedancer seem to be extremely effective in PvP. But don't take my word for it. DattoDoesDestiny has a recent video analyzing the subclass.
