I'm pretty sure someone who independently data mined information mentioned that there will be three tiers of matchmaking: 6-9, 10-14, and 15-20. I vaguely remember specific details, but there could have been a 4th tier for levels beyond level 20.

That sounds more like it! Even if you're at the bottom level of your tear, you can still walk away with at least a few kills and not get one-shot killed the entire match. A source for this would be sweet! Thanks for the info, _Ohuigin
