I'm pretty sure that hasn't changed since I had to do it, two years ago. I brought my PS3 while I was stationed in Germany. So when I came back state side and picked up a PS4, I had issues purchasing stuff on the ps store. They said that my PSN name was linked to Europe and that I would continue to have issues untill I made a new PSN and even though I had a legit issue that was their fault there was nothing they could do about transferring my past history to my new ID. I seriously debated on living with the issues or switching to X box instead of losing all my awards n stuff.
