I imagine it's to accommodate making sure last-gen and current gen are pretty much the same. I'm sure Destiny 2 or whatever will allow for larger battles.

You're probably right. I'd say I'm looking forward to Destiny 2 already but my withdrawals are so severe from the beta I can't quite see that far lol
