Does this include or exclude the DLC expansions available at launch?

The expansion it's not included at the launch that comes way later in 2015 in the fall

Each expansion can be purchased separately for $19.99 and will include content exclusive to PlayStation that will remain exclusive until Fall 2015

Really? My gamestop guy told me the expansions were available at launch, and the gamestop website says 9/9/14....
