Clan / Alliance Help

I'm trying to figure out some of the Alliance stuff with another clan. I understand Joining an alliance is currently having issues but I was trying to change the banner and Icon for the Alliance but no Icons/banners show up. Is this a momentary glitch or Is the Alliance stuck with the default icon/banner? thanks.
