Is it cheating to use items I erred by using non permedeath character? Can I buy powerful items using money from other characters?

It sounds more like a clan thing. Maybe you'd have better time just forming a group willing to do this and go from there.

I am considering starting a permadeath team with some friends and documenting our adventures online. It'd be nice if we could play alongside other players who we encounter out in the world who are also playing with permadeath rules. But this is only possible if bungie supports permedeath.
