I'm sure the tower will be bigger. When you look at the map there seem to be a few greyed out area, plus I'm pretty sure there's supposed to be two more factions, I've only found tower representatives for three of the five factions Bungie has talked about in the past.

If you scroll over in the Crucible you see each of the 3 factions have their own events they... sponsor maybe? So maybe each type will earn you rep with each faction including the open world missions. As for the others maybe they are for future planets as this first game seems to only cover Mars, Venus, and the moon. Perhaps every new game will bring 10 or 20 levels with new factions and home bases for each sector of the solar system.
