I think if they made hand cannons specials and shotty's primary it would solve a lot of issues. But I also think we have yet to see the really good Hand Cannons which will shine once you get more weapon upgrades on them and higher damage

even if the high level hand cannons are balanced with other high level weapons the low level hand cannons are still weaker overall compared to the other weapon types and they should be fixed for early game balance.
