The Black Garden is on Venus.
According to Destinypedia, the location of The Black Garden is on Mars. Their reference for this is a tweet from Urk here: https://twitter.com/UrkMcGurk/status/412102902186905601 in reference to a picture sent to him from DBO found here: http://destiny.bungie.org/n/732. Hopefully since Urk's tweet has a winky smiley in it, he was just trolling DBO.
All anyone has to do to know Urk is incorrect is go watch the GDC2013 presentation with Joe Staten and Christopher Barrett.
1.When speaking of influences it is said that Peter Gric heavily influenced the look of Venus. Then a little bit later in the video when the concept art for the Black Garden is shown, Christopher Barrett says, "You can really see the John Harris and Peter Gric influence coming through." All concept art for Venus has deliberate cracks and crevices running through the surface just as the concept art for the Black Garden.
2. Coming up with an over-all look for each unique planet that all departments signed off on is also talked about in the video. Look at all known concept art for Mars. the colors are all reds, oranges, and yellows. How would the Black Garden fit into this theme? Bungie has stated that Venus is a lush, jungle planet and the color pallet for the Black Garden matches up with the color pallet of Venus.

That footage we seen could very well be on Mars and its captured during night, Obviously the Garden glows an eerie light so it could easily bathe the whole area on that odd glow during night. We'll just have to wait and see, no point in going full Columbo on Bungie.
