Keep in mind friend, the community forum has been here for a decade. Only in early 2014 and later 2013 was it used for clans. The community forum is the tag to talk about all thing community. So if you want to talk about the Bnet community, the Flood community, the Destiny community, how people are interacting, how things Bungie has done affect us (technically speaking this thread could go in community... it is kind of a grey area though, I feel), and events. I know community carnages would go in #community. Generally it's more of a place for Bnet regulars just due to the nature of the discussion.
