What platform was he on? I doubt I'll run into one anytime soon, I really don't want to go into NG+4, and most youtubers seem to past NG+6

In Dark Souls 2 its based off of soul memory, but you can only connect to people in the same NG.

That's only for NG. NG can only interact (invade, summon...) with other players in NG. But NG+ can interact with anyone in NG+ or above. So if you're NG+1 you'll have no issues finding people who are NG+7. All that matters in NG+ is soul memory.

Allowing people in NG+ with access to those items to be paired up with those who are just playing the game for the first time wouldn't be very fair.
