Wouldn't legalising drugs stamp out any power Cartel's and general drug dealers have?
That would save alot of lives, in theory.

No, because the Cartel's product would still be cheaper than what they're selling in stores (assuming you mean "legalizing" and not "decriminalizing").

Yes, they are still buying it illegally because you don't have to pay taxes (15% excise, 10% sales, plus whatever the city's sales tax is), and you aren't limited on how much you can buy. And while cartels are hurting, local dealers don't sell their weed to a distributor (they get more than $25 per kilo).
