Whoops forgot to add public events. I don't count that as an actual mode since its totally random.

I'm pretty sure they happen whenever. There are probably scripted ones as well, but from the info shared so far they can happen at any given moment anywhere

Yes there are Public events during strikes, some eurogamer or rooster teeth guy was on a strike and wound up in a public event.

1:34 'the strike becomes private' after stating that before you go into a strike you can get in public events or see another fireteam.
