Trust me, it's not hard to find a job. If I was able to get multiple calls at the age of 18 (with no working experience) then anybody can. All it takes is to dress appropriately, talk maturely, and print out attractive resumes/cover letters.
Clinton actually did good with creating TANF but it has now become the opposite of what it was intended. Now people who simply are lazy take advantage of it which costs the people who do need it (they may have a job but need an extra push) get punished. Rework the sytem so the lazy don't get it. Simple enough.

I got a job myself, but I had to fight for it by making my resume look like I was graced with everything positive under the sun. That was hard, and the first... 7 or 8 times I tried applying for a job, I was shot down.

You're making it sound like it's easier to find food in Africa than it is to find a job in America. We live in a capitalistic society. Not all businesses magically appeared out of thin air. They all were created by individuals who had skills but couldn't find employment. There's no excuse to not make money when you're surrounded with opportunities every second.

Not every single unemployed person has the means to start a business; it oftentimes requires a great deal of experience and education to have your own start up. You obviously don't understand how unemployment benefits work. First, you have to prove you were looking for work in order to receive benefits. Secondly, if you refuse work, your unemployment benefits can be terminated. So, you can't just sit on your ass and collect unemployment.

My dad retired from the Navy a few years back and applied for a job at the police department. On the physical test day, people would go for the test and bring along a paper that a person signed off saying that was them "actively" working a job. Needless to say the instructor told my dad it was typically the same people every week that did this in order to get their entitlements. So these people were able to prove they were "looking" for a job by doing a PT test every week. And if you read my third paragraph, fix the system so people like this (who are fully capable of finding a job) get denied assistance. Welfare should ONLY be for people who are disabled, elderly, or having a job but need a bit of extra help
