Exactly. As far as I know you have to work to collect unemployment insurance. Unlike welfare.

The idea is to make them join the tax base faster, so that they can also pay. If people aren't able to find jobs, helping them do so is a more sound investment than paying for them forever-- which is what ends up happening one way or another. The question is whether the benefits are helping people find jobs, or stopping them from doing so.

And that's more or less the essence of the debate. Does an unemployment check strip an aspiring human being of his basic ambitions, so that he will live forever on the bare minimum that the government provides? Or does that minimum provide people the security and stability they need to focus on the job search? Does a safety net cushion or entangle the people it catches? Though I doubt anyone is in favor of providing lots of government support forever, rather than just until hiring is at an acceptable level.

It's literally a perpetual govt empowerment strategy called socialism. Works almost every time too!
